Insurance in India has always been sold to you — by an agent, a bank relationship manager, or a website whose top recommendation suspiciously pays the highest commission. IRDAI now wants to flip that with Bima Sugam: a common digital marketplace where you pull the policy you want, compare every insurer on one screen, and selling commissions stop being the invisible hand on the scale. After four years of missed deadlines, it finally has a date: November 2026.

What exactly is Bima Sugam?
Think of it as regulated e-commerce for insurance: one website where life, health and general insurers list products in a standardised format, you compare them side by side, and you buy directly — no agent between you and the insurer. The platform is owned and operated by the Bima Sugam India Federation (BSIF), a not-for-profit Section 8 company incorporated in 2024 with share capital held collectively across insurers — no single insurer controls it. Protean eGov Technologies is building it, on a roughly ₹100 crore order from BSIF won in June 2025 (reported by the Economic Times). Bima Sugam is one leg of IRDAI's "Bima Trinity", alongside Bima Vistaar (a standardised bundled cover for life, health, accident and property risks) and Bima Vahaak (a women-led rural distribution force) — all pointed at "Insurance for All by 2047". The structural difference is the money model. On Bima Sugam, insurers are expected to pay a nominal platform fee — Moneycontrol reported in June 2026 that around 5–7% of premium is under discussion — rather than agent or broker commissions. Chairman Ajay Seth told Moneycontrol the platform "is envisaged as a customer-facing market infrastructure institution," built for "a much easier, transparent and neutral customer journey." In June 2026 Seth pointed to a September launch (motor first, then health, then term life); that slipped too. His latest remarks to Moneycontrol put it in November, and a motor-insurer trial run of the full journey — onboarding, quotes, policy issuance — is already underway. The honest answer to "will insurance get cheaper" has three parts. First, the structural argument. If an insurer spends meaningfully less on distribution, part of that saving can flow to you as lower premiums — this is the industry expectation. Comparing a term plan or health policy across five insurers today means five websites and five jargon dialects. The real consumer win may be fewer expensive mistakes — a high-commission savings plan bought when a term plan was needed, a missed restoration benefit — because mis-selling thrives on complexity and standardisation attacks it directly. Third, the portability and claims angle. Health insurance portability — switching insurers without losing waiting-period credit for pre-existing diseases — exists on paper today but is insurer-dependent in practice. Bima Sugam's design includes portability support, and the Public Insurance Registry (PIR) will carry your policy and claims history as a verified data layer, cutting the paperwork of switching. PIR is itself a consultation paper with comments due October 17, 2026, so this layer develops in phases. One line to internalise: a neutral platform removes commission bias from what is shown to you — it does not remove the need to read the policy wording. PolicyBazaar and other aggregators are commercial marketplaces with commission/lead economics and their own choice of which insurers to list — legal and normal, but worth naming. Bima Sugam is designed to be regulator-promoted, not-for-profit infrastructure where every IRDAI-registered insurer sits on common, neutral rails, funded by a nominal platform fee and backed by the Public Insurance Registry data layer. What that means for you in practice: - All insurers, one screen: Bima Sugam aims for the full market, not a curated subset of partner insurers. - Neutral ranking: with a nominal-fee model, the platform has no incentive to push high-margin products. - Portable data: consent-based PIR sharing means your KYC, policy history and claims record move with you — less re-uploading documents at every switch. - Advice still has a place: IRDAI has clarified the proposed PIR framework is not meant to eliminate intermediaries — advice-heavy products like ULIPs or complex health riders will still need human explanation.5 things to do before the launch
You cannot register yet — the Bima Sugam website is currently an information hub, not a transactional marketplace. But you can prepare so that you are ready the week it opens: 1. Don't postpone needed cover waiting for Bima Sugam. If you lack term insurance or a health policy, buy now through normal channels — November has slipped before, and an uninsured month is a bigger risk than a possibly cheaper premium later. Waiting periods start only when you buy. 2. Get your identity stack ready. Registration is expected to work through Aadhaar, PAN and your mobile number, generating a Bima Pehchaan ID. Keep Aadhaar and PAN linked and updated, and make sure your DigiLocker account is active. 3. Digitise your existing policies. Collect every policy document — life, health, motor — into one folder. When portability arrives, the person with complete records ports fastest. 4. Watch the first-phase products. Motor insurance goes first, then health, then term life, per the rollout Seth described. Motor renewals in December–January may be among the first you can compare on the platform. 5. Learn to read a policy schedule page now — sum insured, sub-limits, exclusions, waiting periods. A reality check, because launch hype tends to oversell: - It is not a guarantee of cheaper insurance. Expect standardised comparison and possibly lower distribution costs; do not budget on savings that are not promised. - It is not investment advice. A neutral listing of term plans does not tell you how much cover you need — that still requires self-education or a qualified adviser. - It is not the death of agents. For simple motor renewals, direct buying is fine; for a ₹1 crore term plan with health disclosures, many buyers will still want a human who is accountable for the advice. - It is not live yet. Anything claiming "buy on Bima Sugam today" in October 2026 is wrong; treat the site as an information hub until IRDAI announces transactions are open. The UPI comparison Seth has used — insurance's "UPI moment" — cuts both ways. UPI took years to reach ubiquity, and it solved payments, which are simple. Insurance is a promise about the future, sold in fine print.
