What is Form 130? Form 130 is the new name for Form 16 under the Income-tax Rules, 2026. From 1 April 2026, your employer's annual salary TDS certificate is Form 130, issued under Section 395(4). Your old Form 16 for FY 2025-26 stays valid. Rates and slabs have not changed — only the form and section numbers have.

A new Act, new Rules — and a new name for the year

From 1 April 2026, the Income-tax Act, 1961 was replaced by the Income-tax Act, 2025, and the Income-tax Rules, 1962 by the Income-tax Rules, 2026. Familiar forms now carry new numbers. This is a renumbering, not a tax change: rates, slabs and thresholds have not changed. The year is now the "tax year" (2026-27), not FY/AY.

Form 16 is now Form 130

Form 130 is the annual salary TDS certificate your employer issues, under Rule 215 and Section 395(4). It shows your salary, deductions claimed, and TDS during the year — the same job Form 16 did. Two differences: Form 130 has three parts — A (details), B (TDS summary), C (detailed salary computation) — against Form 16's two; and it is generated through TRACES after your employer files Form 138, the quarterly salary TDS statement. Next year, look for Form 130, not Form 16.

The full old-to-new form map (7 November 2026)

Form 16 → Form 130 — annual salary TDS certificate. Form 24Q → Form 138 — quarterly TDS statement on salary. Form 16A → Form 131 — non-salary TDS certificate. Form 26AS → Form 168 — annual tax credit statement / Tax Passbook. Form 26Q → Form 140 — quarterly TDS statement, non-salary resident payments. Form 12BB → Form 124 — employee investment declaration. Form 12BA → Form 123 — perquisite statement. Form 15G → Form 121 — declaration for no TDS below the taxable limit. Form 15H → Form 125 — declaration for no TDS, senior citizens. Form 27EQ → Form 143 — quarterly TCS return. Form 27Q → Form 144 — quarterly TDS statement, non-resident payments. Form 3CD → Form 26 — tax audit report form. Per the published mapping tables, Form 15H maps to Form 125; one source merges 15G/15H into Form 121, so check the form on the portal before filing. Sections changed too: salary TDS (192) is now 392; the rebate (87A) is now 156; 80C is now 123; 80D is now 126. Only the numbers changed. Trap: "Section 130" is not "Form No. 130" — always write "Form No. 130" in full. Form 130 is also not Form 161, the penalty-waiver form covered in an earlier post here.

When the new forms start

Old forms apply to deductions up to 31 March 2026. The Form 16 received in June 2026 for FY 2025-26 stays Form 16 and remains valid. New forms apply from 1 April 2026, so the first Form 130 will normally be issued by 15 June 2027, for tax year 2026-27. Form 138 statements are due 31 July, 31 October, 31 January and 31 May; a late statement costs ₹200 a day, per practitioner guides — not a CBDT quote.

November 2026 deadlines — what to check today

Today, 7 November 2026, is the deadline to deposit October 2026 TDS and TCS, and STT/CTT for October — a duty of the deductor (your employer or bank), not you. Also due: Form 132 on 14 November; Form 133 and Form 131 on 15 November; and the ITR deadline for specified audit cases for AY 2026-27 on 21 November, extended from 31 October. Your action: check your own TDS in Form 168 and your AIS, and note the new numbers before your next salary-slip check. If a figure does not match your slip, raise it with your deductor, and check with a CA where the treatment is uncertain.

Worked example: ₹18 lakh salary under the new regime

The new numbers do not change your tax. Take a salaried person earning ₹18 lakh a year under the new regime. Taxable income is ₹18,00,000 minus the ₹75,000 standard deduction: ₹17,25,000. Slab by slab: 5% on ₹4–8 lakh = ₹20,000; 10% on ₹8–12 lakh = ₹40,000; 15% on ₹12–16 lakh = ₹60,000; 20% on ₹16–17.25 lakh = ₹25,000. Total ₹1,45,000, plus 4% cess: ₹1,50,800.

Zero-tax line: a ₹12.75 lakh salary becomes ₹12 lakh taxable after the ₹75,000 deduction. Tax on ₹12 lakh is ₹60,000, fully wiped by the ₹60,000 rebate under Section 156 (formerly 87A). Both are simplified illustrations — salary only, resident under 60, no other deductions, no surcharge.

What to do next

Keep your old Form 16 — it covers FY 2025-26 and stays valid. Learn the numbers you use: Form 130 (salary certificate), Form 168 (tax credit statement), Form 138 (quarterly statement). Check Form 168 and your AIS after each quarter, so a mismatch is caught early. Once you know Form 16 is Form 130 and Form 26AS is Form 168, the rest follows the same pattern — same purpose, new number.
